Gracie Quiroz served as the Operation Manager of the Annual Catholic Appeal for 20 years and is presently the Executive Director of the Catholic Tuition Support Organization (CTSO) for the Diocese of Tucson. While perusing her degree in business she became involve in the non-profit sector that help defined her career choices upon entering the work force. She has been involved in the educational tax credit since 1999.
Over the past few years, she was instrumental in raising over $24 million dollars and has awarded $23 million in scholarships to students with financial need, assisting them in overcoming the obstacle of the cost of private school tuition. She continues to work hard in promoting the tax credits so that all children have the opportunity to attend a school of their choice regardless of race, nationality or economic status.
Gracie believes that “as a community, we should invest in our children’s future by expanding their educational choices, choices that help them become ethical, responsible, and talented leaders of tomorrow. We must push, support, and promote every effort that ensures that a child stays in school. The educational tax credits are giving many families that choice.”

Paul Mulligan was born and raised in Phoenix, Arizona, where he attended Catholic schools from grades K-12. He departed the Valley after graduating from Brophy College Preparatory in 1988 and received his commission from the U.S. Naval Academy in 1992. Paul served 7 years on active duty in the Navy as a surface warfare officer and propulsion engineer, including 2 years overseas in Japan and 2 years in Guam where, in 1997, he began off-duty work as a grass-roots activist working to develop healthy solutions for local islanders facing crisis pregnancies. Paul was appointed by his archbishop to serve as Director of Pro-Life Activities for the Archdiocese of Agana. He and his wife Michelle founded the Gentle Refuge Crisis Pregnancy Center and a Project Rachel post-abortion assistance network and trained and mobilized volunteers to respond to the practical, emotional and spiritual needs of pregnant women seeking alternatives to abortion.
A long-time social justice advocate, Paul resigned his commission in 1999 in order to pursue a full-time leadership role in the Pro-Life Movement. He directed two Birthright pregnancy centers in Maryland and then served 6 years as executive director of the Gabriel Network, a regional church-based pregnancy support and maternity home network serving the Archdioceses of Washington (D.C.) and Baltimore (MD) as well as the Diocese of Wilmington (DE). In 2003 Paul helped commission Gabriel Project Africa in Abidjan, Cote d’ Ivoire, an inter-faith effort of Christians and Muslims which has now expanded to serve pregnant women in 5 West African countries.
Paul received his Master’s in Theological Studies (M.T.S.) in 2002 from the Pontifical John Paul II Institute for Studies on Marriage & Family at the Catholic University of America in Washington, DC.
Paul and Michelle returned to the Valley in 2007 with their children, John Paul, who attends Brophy, and Faith and Maria, both of whom are homeschooled. They are members of St. Joan of Arc Catholic Church in Phoenix.
Paul continues his pursuit of social justice and protection of all human life by leading strategic planning efforts and providing consultation pro-bono for organizations such as the Terri Schindler Schiavo Foundation in Tampa, FL, and Amator Institute in Glen Rock, PA.
Paul has served as Executive Director of the Catholic Tuition Organization of the Diocese of Phoenix (CTODP), the largest provider of K-12 “need-based” scholarships in the State of Arizona, since July 2007. He is a member of the Board of Directors of the Arizona STO Association (ASTOA).
Mr. Kelly is the President and Executive Director of the Arizona School Choice Trust. From January 1995 to January 2004, Kelly, was the Senior Policy Advisor to Phoenix Mayor Skip Rimsza in the economic development arena. Mr. Kelly staffed subcommittees, commissions and boards pertinent to economic development and public safety, in the City of Phoenix. Kelly is also a behavioral health services expert with more than 20 years experience in training, education, public relations, community organization and development.
Mr. Kelly spent 14 years in administrative positions with the Arizona Department of Health Services (ADHS). During his tenure at ADHS he revamped funding of the most comprehensive behavioral health service delivery system for children in Arizona; wrote and implemented Arizona’s initial comprehensive service delivery system for seriously mentally ill adults; and coordinated development, implementation and evaluation of the first state and federal contracts /grants for women, the elderly, physically and emotionally disabled, children and people of color. Kelly is also a proud board member of the Arizona Community Foundation and chairs the Program & Distribution Committee.
He also has extensive private sector experience is in Television Production & Broadcast Administration; and raised millions of dollars, collectively, for a variety of community service organizations.Michael matriculated from the University of Pittsburgh with Bachelors of Arts Degree in Sociology and a Masters of Arts in Teaching.
Robert A. Teegarden was one of the State Projects Director for the Alliance for School Choice, providing support and resources for state-based school choice efforts. His territory spanned from Minnesota to Hawaii. Prior to that, Robert was the Associate Director for Education at the California Catholic Conference in Sacramento, representing the more than 715 Catholic schools in California before the state legislature and congress. Here he was responsible for the equity of access issues facing private schools in the state with the No Child Left Behind Act as well as public policy advocacy with the state legislature. During that time he was the President of the California Association of Private School Organizations (CAPSO) and the chair of the Federal Assistance Advisory Council of the United States Catholic Conference in Washington DC. Prior to his public policy career, Robert spent more than 20 years as a K-8 and 9-12 Catholic school teacher and principal. He currently works out of the Glendale on various school choice issues across the United States.
